FBI FILE of Dr. J. ALLEN HYNEK

CUFON COMMENT:

Through the Freedom of Information Act, we have obtained the material that the Federal Bureau of Investigation has released as the files it was maintaining on Dr. Josef Allen Hynek, an icon in the history of UFO.  Dr Hynek, an astronomer and physicist, was a consultant to the USAF for many years, and later founded the Center for UFO Studies.

We want to make clear right up front, that we have made this material available not to embarrass, to impugn the memory, or tarnish the reputation of Dr. Hynek, but to provide an insight to the workings of the FBI. as relates to a scientist who had an interest in UFO.

What we received in July, 1999 comprised about 30 pages and it seems likely from references in these documents and from the small number of pages released, that only a part of the files on Dr. Hynek being maintained by the FBI were released. The pages we received had been previously processed and released.

These FBI files, released even as the FBI and other agencies destroy historical documents en masse, usually concentrate on possible communist associations, leanings or thoughts of a person. It's always amazing to us how many of a person's co-workers, neighbors, friends and acquaintances the FBI interviews to get the material for the files.

A big "thank you" goes to Michael Ravnitsky - a serious student and user of the FOIA - whose advice allowed us to obtain this file, and who has helped us and many others on other FOIA submissions. Some of Michael's FOIA results can be viewed at SECRET NO MORE, a web site where a compilation of high-profile and historically significant FBI files is posted. Michael urges all interested parties to file with the FBI to obtain files in which they are interested before they are lost forever due to destruction by the FBI. CUFON notes that, to some extent, older files being held by any federal agency are in similar peril.

[ - - BLACKED - - ] would recommend the applicant for any position of trust that he may now be seeking.

He stated that JOSEF HYNEK was a person of high intellect whose character and reputation is above reproach and a loyal American. [ - BLACKED - ] further added that in addition to the applicant being connected with the Perkins Observatory as an astronomer and member of the faculty at Ohio Wesleyan University, the applicant is also the Assistant Dean of the Graduate School at Ohio State University.  [ - BLACKED - ] advised that he would give the applicant the gest of recommendation for any position demanding confidence and trust that he may now be seeking with the Federal government.

                                         A review of the Ohio State University Directories from 1946 to 1952 reflected only one person by the name HYNEK, JOSEF A., Assistant Dean of Graduate School; Professor Of Physics and Astronomy.

                                         [ - - - - - - -BLACKED - - - - ] and [ - - - - - - -BLACKED - - - - ] Ohio State University Graduate School, were re-interviewed regarding the above mentioned information, and stated that to the best of their knowledge the only time the applicant left the United States was during the summer of that year when he vacationed in Canada.

                                          [ - - - - - - -BLACKED - - - - - - - - ] Department of Physics, was re-interviewed regarding the above mentioned information and stated he had known the applicant to have left the United States except for summer vacations at his summer home in Canada.

                                          [ - - - - - -BLACKED - - - - ] Department of Physics, who was not previously available for interview, stated he has been a close friend of HYNEK’s for many years and has never known him to have left the country except for summer vacations in Canada.

It was doubtful that he would be called upon for active consultation due to the fact that the Applied Physics Laboratory was requested to hold this type of activity to a minimum. Doctor HYNEK received satisfactory efficiency ratings and regular salary increases while employed at the laboratory. His address was listed as 8710 Cameron Street, Silver Spring, Maryland, and the records further reflected that he had a daughter, ROXANE HYNEK, born May 24, 1945. The files of the Applied Physics Laboratory contained no further pertinent information.

                  [ - - - - - - - - - - - - - - - BLACKED OUT - - - - - - - - -  -- - - - - - -] Johns Hopkins University, Applied Physics Laboratory, advised Special Agent [ - BLACKED OUT -] that he had been associated Doctor HYNEK during the period of Doctor HYNEK’s employment at the laboratory and that he had found HYNEK a person of high character and reputation and a loyal American. [ BLACKED OUT ] stated that he knew of nothing which would reflect unfavorably upon the applicant in any way, and that due to his limited association with applicant he could say only that so far as he knows the applicant would be a good security risk. [ BLACKED OUT ] stated that he knew of no other persons presently employed at the laboratory with whom Mr. HYNEK had been associated and knew of no others who might remember him.

                     Enclosed herewith is a copy of biographical information of Doctor J. ALLEN HYNEK, together with his photograph, as they were furnished to the Chicago Office. Also enclosed is an original and a copy of an article captioned "The Center for UFO Studies" authored by Doctor HYNEK, and background information, as well as two (2) photographs relative to spotting of unidentified flying objects at Calgary, Canada, in 1967.

                      Also enclosed are the following photographs. It is noted that Dr. HYNEK has requested that all of the enclosed photographs be returned to his office upon completion of any need at the Bureau.

                     The article itself refers to a study being conducted at the Center for UFO Studies and depicts the work of the center, as well as contains suggestions as to how law enforcement officers can assist the Center when an alleged UFO is spotted. The article itself has been reviewed at Chicago, and the Bureau may desire to use the article in a future Law Enforcement Bulletin.

                      It is noted that the network NBC will carry a special program on Dr. HYNEK’s studies on December 15, 1974, at 9:00 P.M.

Building of a Mystery

Weapon That Helped Victory Developed at Silver Spring

In a building of mystery at 8621 Georgia Ave., Silver Spring, was developed the radio proximity fuse rated with radar and the atomic bomb as one of the three great scientific developments of the war.

Shared with the British and French armed forces, but denied to the Russians, it made possible the following successes in recent combat:

1. It had a large part in defeating the kamikaze – or suicide Jap bombers at Okinawa.

2. It was the answer to the German V-1 buzz bomb, which it virtually rendered impotent.

3. It provided American artillery in the Battle of the Bulge last December with the most potent antipersonnel weapon ever developed and practically stopped German ground troops in their tracks.

4. It was the most deadly answer to air attack when used by anti-air artillery ever developed.

Yesterday afternoon in the conference room of the building a group of scientists, headed by Dr. Allen Hynek, astronomer loaned by Ohio State University, told the four-year old secret. It was in this room that all the top secret plans were made.

With Dr. Hynek were Robert C. Herman, physicist, of City College of New York; Dr. Edward D. McAllister, physicist of the Smithsonian Institution; Dr. Lawrence Hafstead of the Carnegie Institution of Washington; Capt. Paul Teas, Ordinance Department, U.S. Army, a former chemical engineer of Cleveland, Ohio, and David Luke Hopkins, trustee of Johns Hopkins University of Baltimore, business director of the project.

Among the statistics on the venture, known as Navy Project A, as related by its sponsors, are:

1. Total amount spent $800,000.

2. Fuses built, 20,000,000. At the end of the war production had reached a peak of 500,000 a day. Cost per fuse $18.

3. Eighty thousand persons employed throughout ?? its development and ? of which 80 percent were women.

4. Three per cent

Sponsored by Navy

Originally a project sponsored by the Navy Department and designed primarily as a defense for war ships against air attack, it developed into such a potent ground weapon that 80 per cent of the fuses went to the Army in the closing months of combat.

The device is a radio-operated fuse designed to screw into the nose of a shell and timed to explode at any desired distance from target. It contains a wet-tube battery inclosed in glass. The concussion of the shell charge breaks the glass container, the acid spilling into a series of radiator cells that form the cells of a battery furnishing energy to five tiny radio tubes, slightly more than an inch in length. These radio tubes operate a midget radio transmission, that sends out radio beams. When nearing its target the beams bounce back, setting off the fuse and exploding the shell charge.

During the Battle of the Bulge the Germans came into possession of a number of the fuses from dud shells. However, in the confusion they apparently were unable to do any research into them, and the dump in which they were stored was captured before the entry into Berlin.

Lost Samples Recovered

"We are convinced from a record kept of the shell fired that failed to explode, that we have recovered all samples of the shell that fell into the hands of the enemy," Dr. Hynek asserted.

Without the proximity fuse Dr. Hynek said, the war probably would still be on.

The work of the group of scientists engaged in the proximity fuse project and in the atom bomb development was merged at the bombing of Hiroshima and Nagasaki. The atom bombs were equipped with proximity fuses that made possible their explosion at sufficient altitude to do terrific personnel and material damage without impregnating the area with deadly atomic rays. In fact, a representative from the proximity fuse project accompanied the Army pilots on the atomic bomb raids.

The wind-driven generator for use on bombs and jet-propelled or rocket missiles was developed at the U.S. Bureau of Standards

Allen Hynek is a professor of astronomy at Northwestern University and is considered an expert concerning flying saucers.
